英語で書こうかと迷ったが、やっぱり日本人向けに書くことにする。高齢化、少子化問題が叫ばれ始めて久しいが、何の制度的改善も見ぬまま、日本はいよいよ人口減少に突入である。東京に住めばあまり見えないが、少し地方（うちの実家とか）に行くと、老人の数が多いことだけでなく、子供が本当に少ないことにびっくりする。
少子化について語る朝日新聞のこの記事には、女性の晩婚化、金銭的問題に加え、フリーターやニートが社会の生産活動に中々組み込まれない社会構造上の問題を指摘している。『出産、育児の問題は女性だけの問題ではない』と耳にたこができるくらい繰り返し叫ばれているが、一体どれくらいの人たちがその意味を理解しているのだろう。数年前、まだ私が日本にいるころ、問題はまだ個人レベルで、主にジェンダーの問題だった。例えば：職場にいる子持ちの女性の働きぶりにけちをつけつつ、自分は家事育児にほとんど関わらない父親たち、妻が病気したらたちまち家事勝手がわからない夫たち、結婚や出産の際キャリアについて悩まなくてはならないのは女性のほうで、いざ男性が家族に向き合うかとなれば『家族サービス』とまるで「わざわざ与えるもの」のような言いぶり。多分現在でもこういうジェンダー上の問題は根強いと思うけれども、女性のステータスという倫理的問題だけでなく、人口減少が国家利益を損なうとすれば、皆語る通りマクロレベルでの対策が考えられなくてはならない。先学期読んだR.W. Connellの“The State, Gender, and Sexual Politics: Theory and Re-appraisal”という論文にも書かれていたけれど、国家の成り立ちからいって（こうなったのは特に誰のせいでもないが）既存の国家の枠組みの中では、男性中心制度や古い価値観といったものが温存されやすくなっている。しかしその制度矛盾が人口減少という数字となって現れ、いうなれば制度全体の大失敗を呈しているというこの大問題を、何人の政治家が理解しているだろうか。「女性だけの問題ではない」とか言ってる場合じゃなくもう「女性とか男性とか、性の問題でも個人の問題でもない」のである。繰り返すと、問題は個人倫理上、文化上ではなく、国家制度の失敗というマクロなレベルにあるということ。選挙制度、雇用体形、マスコミ＆政府関係、教育制度など全ての面で制度疲労が出ているということ。立法ひとつ、キャンペーンひとつでことが足りるような小さなCausal Mechanismに収まっておらず、ほぼ全体のConfigurationを変える必要があるということ。ここ十年間、大臣級の頭の悪い失言以外に、全体のConfigurationを変える努力が見られたか。日本という国家に、自己解体と新しい国家(State)定義のポテンシャルは期待できないのか。
日本だけじゃなく、同じ問題が世界各地で起こっているのも確か。機能しない国家があるのも確か。でもだからってこの問題所在が曖昧になっていいわけがない。
